Expanded eligibility for “1406” housing funds

AWC staff has taken to calling bills that pass through the full legislative process with no amendments “unicorns,” because it’s rare for an idea to be so broadly supported and its original drafting retained.

We’ve got a unicorn sighting here in the last week—SB 6173 from Sen. T’wina Nobles (D–Tacoma) has passed the Legislature and is headed to the Governor’s desk.

This good little bill makes one change to the widely adopted sales tax credit for housing that was created in 2019, commonly referred to by the bill number at the time: 1406 funds.

This proposal allows those resources to be used for household incomes up to 80% AMI, rather than the previous limit of 60%, when funds are used to support affordable homeownership programs.
