Governance
The Employee Benefit Trust is governed by members. Both governing bodies consist of Trust member cities. The Trust Agreement Governing the Association of Washington Cities Employee Benefit Trust is the legal document that guides the governing bodies. The Board of Trustees contracts with AWC for professional administrative services and licensing fees.
The Trust Health Care Program Board is the governing authority for the Trust’s self-insured programs per the Trust’s Interlocal Agreement. Self-insured programs include: Regence BlueShield/Asuris Northwest Health (medical), Kaiser Permanente (medical), Delta Dental of Washington (dental), Willamette Dental Group (dental), and VSP (vision). The Board of Trustees (BOT) is the governing authority of the Trust and has fiduciary obligation to administer the Fund on behalf of the contributing members.
The Employee Benefits Advisory Committee (EBAC) provides direct guidance and input to the Board of Trustees, regarding the programs, provisions and operations of the Trust.
