Clean Energy Transformation Act proposed rules

The Clean Energy Transformation Act (CETA) commits Washington to an electricity supply that’s free of greenhouse gas emissions by 2045. Clean electricity will allow the state to replace fossil fuels in other end uses, especially transportation, and achieve its long-term climate goals.

The Department of Commerce has begun the process of establishing rules to implement CETA and make changes to the Energy Independence Act. CETA is preparing to move phase one of the rulemaking process into its final steps with a public hearing and formal comment opportunity on December 16 in Olympia. These rules will establish social cost of greenhouse gas emissions and incorporate federal incremental hydro eligibility.
