Apply today to host an Elected Officials Essentials workshop satellite event Certificate of Municipal Leadership program
Following municipal elections every other year, AWC offers its signature Elected Officials Essentials workshop at 12 locations across the state. New and seasoned elected officials alike benefit from this training event—a blend of on-site legal counsel and webcast—which explores their most critical legal and functional responsibilities in office. What’s more, participation in this event fulfills the Open Government Training Act’s specific training requirements (including records, records retention, and open public meetings) for elected officials.

This year’s workshop takes place on Saturday, December 7, and we are looking for host locations. Visit our event page to get an understanding of location requirements and take the survey to indicate your interest in hosting. We are accepting responses through May 8.

UW Livable City Year program brings recognition to Bellevue
The Livable City Year initiative is a year-long partnership between the University of Washington and one local government, working on city-identified, high-priority projects to advance livability and sustainability in that community. The city of Bellevue was selected for the current academic year and was just named 2019 Outstanding Community Partner by the Educational Partnership for Innovation in Communities Network (EPIC-N). Past LCY partners have included the cities of Tacoma and Auburn. Learn more about how you can participate in the Livable City Year program.

Highlights from Monday’s Legislative Bulletin:

Amended version of 911 local tax option bill passes House
SB 5272 passed both chambers and makes changes to funding 911 communication systems. The amended version changed the population thresholds and operation role of cities in determining when the county must enter into an interlocal agreement with its cities for distributions of those funds. Because the Senate-passed version did not contain changes to the population thresholds or the city role in operations, SB 5272 must return to the Senate for concurrence.

Motorized foot scooter bill passes
HB 1772 concerning motorized foot scooters, was passed by the Legislature last week after the House concurred on amendments made in the Senate. The bill establishes a regulatory framework for motorized foot scooters and motorized scooter share companies. The bill provides flexibility for local governments to regulate the operation of scooters within their jurisdictions and was supported by AWC. The bill is now on its way to the Governor for signature.

CityVoice podcast logoData tool explores transportation revenues under threat
Currently, over 100 cities have formed Transportation Benefit Districts (TBDs) to fund local transportation projects. Initiative 976 would significantly impact this funding by repealing the authority for TBDs to impose fees. The initiative would also lower vehicle license fees to $30 and restrict numerous other state transportation revenue sources. I-976 is likely to go to voters during the next general election in November. Use this data tool to explore which cities have TBDs and the source of their revenue.

Planning for temporary encampments

Jurisdictions across Washington State are facing an unprecedented increase in the number of unsheltered individuals and families. The Washington Chapter of the American Planning Association (APA) will hold a workshop on May 10 on developing standards and best management practices for communities to effectively regulate temporary encampments and safe parking areas. Scholarships are available from AWC’s Risk Management Services Association (RMSA), and Washington Cities Insurance Authority (WCIA) will reimburse for one registration per WCIA member. Reimbursement is available upon program completion. This workshop is being planned in conjunction with Western Washington University, WCIA, MRSC and the City of Bellingham.

Justice and Mental Health Collaboration Program grant
The Bureau of Justice Assistance has issued a grants notice for projects that support officer and public safety and violence reduction through partnerships that enhance and increase law enforcement responses to people with mental illness or people with co-occurring mental illness and substance abuse who come into the justice system. Applications are due June 25.
